Mr. Fisher has more than 55 years of experience in Executive management including 30 years in Air Force Logistics followed by 25 years in related industry activities. Recently served as the Transition Manager for the 330-person Healthcare Quality Information Systems (HCQIS) Infrastructure and Data Center Support (HIDS) multi-million-dollar contract to provide: IT operations, applications, facilities and helpdesk support for all HCQIS IT Systems. Government service included: Functioned as the Joint Logistics Systems Center, Executive Assistant to the Commander; Assisted in activating a new DOD-level organization charged with modernizing the Defense Department’s logistics business processes and information systems. Coordinated with all Military Departments. Served as the Director for multi-million-dollar portfolio of DOD Electronic Commerce logistics programs and was responsible for providing executive oversight and direction for all DOD Continuous Acquisition Logistics Support (CALS) and Electronic Data Interchange (EDI) programs managed at the JLSC. He was accountable for DOD logistics systems policy; long range program and configuration management planning development, as well as overall training, change management, and public affairs. Served as assistant deputy for 424 Air Force Systems and led a staff of 650 people while at Air Force Material Command. Served as the Program Manager for the Air Force Equipment Management System (AFEMS). As such, he was responsible for providing leadership and Program Control of all AFMC Depot-Level Major Logistics Programs in the Information Technology (IT) profession totaling over $1.2 Billion dollars. Mr. Fisher has a detailed knowledge of the DOD Supply Chain and Logistics Processes; program management, operations, concepts and disciplines. His career experience involves all aspects of cost, schedule and performance. His primary work has involved program management in both peace time and wartime, functional customer support and relationship management, development of new innovative concepts of program office and data center operation, detailed understanding of a working capital environment, data center and Service Level Agreements, financial management and governance, ITIL v3 Continuous Service Improvement (CSI) and business process improvement, requirements definition, devising innovative acquisition strategies, application software, Systems Development Life Cycle process, ERP implementation, design and development, migration, organizational business transformation, integration; and the full spectrum of Life-Cycle Logistics Support planning including: combat support equipment management, training program development, Computer Accommodations Program Management, deployment planning, implementation, configuration management, biometric authentication solutions, information sharing, computer facility management, operation, and maintenance on various host configurations ranging from PC-based applications to client-server, network and large-scale mainframe and cloud-based systems supporting major enterprises. Mr. Fisher’s career includes being a ruling Elder of his church and service in the United States Navy where he participated in war gaming and exercises.
